oadp-controller-manager takes around 3 to 6 mins for the leader election process. As leader election process is not completed it doesn't update the DPA status which causes tests to fail.  Add check to verify leader is elected before running the tests or creating Dpa CR. This can happen if we restart controller pod during the e2e tests as well.
