EDIT: this was originally thought to be a bug with restic, but really we have a problem with the documented workaround for restic and deploymentconfigs (https://github.com/openshift/oadp-operator/blob/master/docs/TROUBLESHOOTING.md#deployconfig). This list should also include `templateinstances.template.openshift.io` in the excluded resource list.

Original bug:

• OADP cannot restore restic PV's information.
• Initialy the issue was: timed out waiting for all PodVolumeRestores to complete
• After trying with the workaround mentioned in https://github.com/openshift/oadp-operator/blob/master/docs/TROUBLESHOOTING.md#deployconfig, the final result is the same, PV is not restored, although, the message is different: `no such file or directory`
