We need to be very certain this patch is working as expected in both positive ( api-server down) and negative cases where the api-server is up 

Requires 

  * unit test cases

  *  Any other way?

  * Sync with QE for proper coverage.

Unclear:

 * If this patch lends itself to e2e cases, but worth discussing.
