      1. WFFC, pod, DM: works in all versions
      2. WFFC, no pod, DM: doesn't work anywhere
      3. WFFC, pod, no DM:  works in all versions
      4. WFFC, no pod, no DM: works in 1.3, fails in 1.4.0, proposed fix will make it work in 1.4.1
      5. Immediate (all variants): works in 1.3, 1.4.0, 1.4.1

      Update the cirros vm tests to cover the above 5 scenarios
