Description of problem:
Customer is having locks in their S3 repos.
They can run the KCS https://access.redhat.com/solutions/7031031 and it gets unlocked, but the S3 gets locked again right after.

Steps to Reproduce:
1. Take a backup
2. Remove locks
3. Take a backup and it's locked
Actual results:
Cannot take backups because of these locks
Expected results:
Prevent S3 locks.
