Goal - Fix technology-preview (TP) related snippet from the the oadp-release-notes-1-3-0.adoc file

Previous error - Unresolved directive in modules/oadp-release-notes-1-3-0.adoc - include::snippets/technology-preview.adoc[]

Work around - Currently, the following lines are removed from OADP 1.3.0 release notes file in the 4026 PR-

 :FeatureName: Velero built-in DataMover
include::snippets/technology-preview.adoc[]

Current issue - Adding the Tech preview banner content manually creates rendering issues. It's appearing as a plain text without a box.

Solution - Either add an admonition for the information related to TP or troubleshoot the include error.
