Update restore order for cluster resources of ACM

      The new order should be delivered to all supported OADP releases.

      our desired restore order for cluster resources is the following:

      • add a new resource klusterletconfigs.config.open-cluster-management.io before managedcluster
      • move the managedcluster just before the namespaces.
      • remove the managedcluster.clusterview.open-cluster-management.io from the backup list, it is an internal resource, no need to back up and restore, same as the managedclusterset.clusterview.open-cluster-management.io(not in the list)
