Must gather fails to remove clusterRoleBinding resources

Description of problem:

ClusterRoleBinding resources are left on cluster due to admission webhook. Currently it's denying the removal of clusterRoleBinding resources. Attached logs below:-

admission webhook "clusterrolebindings-validation.managed.openshift.io" denied the request: Deleting ClusterRoleBinding must-gather-p7vwj is not allowed

How reproducible:
Always

Steps to Reproduce:
1. Run oadp must gather on ROSA cluster

$ oc adm must-gather --image=brew.registry.redhat.io/rh-osbs/oadp-oadp-mustgather-rhel8:1.2.2-20 

Actual results:

ClusterRoleBinding resources are left on the cluster

Expected results:
ClusterRoleBinding resource should get removed.
