Description of problem:

Tracking bug for upstream Velero 1.12 - https://github.com/vmware-tanzu/velero/issues/6748

Kopia restore failed with 'PartiallyFailed' status, only 11 Pods with 'Running' status and the rest Pods with 'Init:0/1' status. All PVCs are with 'Bound' status.
