Description of problem:

Tracking bug for upstream Velero 1.12 - https://github.com/vmware-tanzu/velero/issues/6733

Running datamover restore of 100 PVs. A few 'datadownloads' resources are stuck in 'InProgress' status although the total bytes already done. The restore CR status is 'WaitingForPluginOperations' till the 4hrs timeout is reached.

100 PVC were created - 98 are 'Bound' and 2 are 'Pending'.

How reproducible:

Steps to Reproduce:
1. running datamover restore owith 100pvs
2. monitor datadownloads resoruces
3. few resources are stuck 'InProgress' status

Actual results:

restore status 'PartiallyFailed. Few Pods & PVs are in 'Pending' status

Expected results:

restore completed - All pods are running
