Goal:  Upstream prow CI should provide meaningful feedback to development consistently with a very high signal to noise ratio.

How can we achieve the above goal?

• Use exisiting tooling, modify existing tooling, create new tools to enable a very low friction point to finding, root causing and remediating CI failures, flakes etc.
• Help promote a culture where folks see CI results as a critical measure of the health of the project.
