[Doc] Restic Restore either partially-fails/fails or stuck on InProgress status when app is deployed with DeploymentConfig

Ensure we to document this issue described here:

In addition, should refer also the situation in which the restore is stuck on InProgress.

The workaround described in the link above applies to both situations in which restore either PartiallyFailed/Failed or stuck on InProgress.
