(QE ) Create required infra in terms of jenkins jobs, branches and scripts to enable testing 1.2.z

This epic represents all tasks needed to enable the team to test 1.2.0.

This includes:

• Ability to deploy 1.2 oadp-operatore.
• Creating test jobs
• UMB listeners
• any other infra task need to be able to release 1.2.0

These tasks and others will be represented expliclty by sub tasks/stories linked tot his epic.
