Egress IP configs (existing as CRDs) need to be migrated to ovn-kube format CRDs. Currently this needs to be done manually after migration. We would like this to be automated.

General steps:

• changes will live in openshift/cluster-network-operator repository
• grab current custom resources for sdn egressip (hostsubnet and netnamespace) and generate equivalent crd in ovn-k format
• once nodes reboot and are in ovn-k form, apply newly generated crd's with ovn format
• user should not have to do these steps manually
