[ovn-k8s] run smart-nic CNI in ovnkube-node (host-mode) on worker node with BF

      WIth ovnkube-node running in host mode on host side, smart-nic CNI function can be implemented in ovnkube-node, there is no need to build a separate binary for smart-nic CNI or copy it to the host. This implemention follows the same pattern as how ovn-k8s-overlay-cni is implemented. It remove the need to generate separate kubeconfig for smart-nic CNI config.
