Cluster Deployment Automation: BMC is no longer +1 of IP address

      In the cda script, the NHE CI yaml configuration files previously did not need to specify the IDRAC IP address because they were always +1 of the machine's ip address.

      However, this is not the case with the new ip addresses in the new lab.

      The script needs to detect the bmc_ip from google sheets. This requires an update to the NHE CI yaml config files and to the script so it can parse the bmc_ip addresses with jinja.
