Need to remove mp0 from ovs if ovs is not configured

    Description

      In dpu host mode (on tenant side), mp0 should be remove instead of erroring out.

      Get rid of the following error:

management-port-dpu.go:129] Setup management port dpu host: ens1f0v0
ovnkube.go:133] failed to set management port name. file exists
