In 4.13, we will introduce the OVN-IC change to OVN-Kubernetes. It will split the onv-kubenetes and ovn control plane into multiple sub-instances(zones), instead of having one HA control plane running in the master nodes. And it might be the only deployment mode that we support in 4.13.

The DPU network operator's design heavily depends on the ovn-kubernetes deployment mode. Therefore we have to refactor the DPU network operator to adopt such a change.

We may also need some changes in the ovnkube-dpu-host mode at which the DPU host nodes are running. So CNO changes may also be required.
