This is targetting sriov network operator 

Essentially need to write code in go that is similar to https://github.com/openshift/sriov-network-operator/blob/master/bindata/scripts/bf2-switch-mode.sh#L49 to detect if we are in dpu mode, then change the command we run when total numvfs changes. Sebastian already has code that does this, so reuse that for the predicate.
