David from FDP team enabled CX-5 card in the scratch dpdk build for ARM, and it works on RHEL, but failed on sriov-operator test.

Continue troubleshooting the issue.

The test will be performed on CX-5 card, that is the only card we have installed in the ARM server at this point.

Definition of Done:

Reach out to FDP team and get some help to troubleshoot.

They said it is fixed, but it's still failing in NHE lab OCP env during sriov operator testing. It could be a config issue (currently more likely), but it could also be an actual bug that needs to be fixed by FDP team or OCP team. If it's a bug, then testing the fix for that is outside of the scope of this jira.
