When deploying Sr-iov via make deploy-setup, the card fails to be put into NIC mode by: https://github.com/openshift/sriov-network-operator/blob/master/bindata/scripts/bf2-switch-mode.sh

However, this failure is not observed when deploy sriov from subscription.

Investigate why these error is seen when deploying with latest Sr-iov images from the CI. If needed, bisect Sriov Network Operator / Config daemon to determine when regression was introduced.
