Now that the console plugin comes with a backend (at the moment, mainly to proxy Loki queries), it makes sense to allow setting up an horizontal pod autoscaler, similar as what we have for goflow-kube.

It requires modifying the operator and its associated custom resource.

Check if there are newer HPA versions that are more relevant to use than the one we currently have for goflow-kube (e.g. to leverage custom prometheus metrics)
