Add SCTP/ICMPv4/ICMPv6 support to ebpf agent

      Previously, the SCTP, ICMPv4 and ICMPv6 protocols were not covered by the Network Observability agents, resulting in a less comprehensive network flows coverage.

      These protocols are now recognized to improve the flows coverage.

      currently ebpf agent only handle TCP/UDP. users can configure k8s services using SCTP protocol , also we can see icmp traffic inside the cluster so it will be good adding those additional protocols and get better coverage
