No flows being written when Kafka is enabled

      When Kafka is enabled using the latest downstream build, flows are processed but being dropped instead of written

      The following error is visible when running oc logs on FLP pods:

      time=2023-01-09T16:13:31Z level=info component=client error=server returned HTTP status 403 Forbidden (403):  fields.level=error fields.msg=final error sending batch host=lokistack-gateway-http.netobserv.svc.cluster.local:8080 module=export/loki status=403 

      The error does not occur if Kafka is not used.
