FLP pods and console-plugin doesn't restart on CACert name change

      Previously, after changing the `caCert.name` value from a FlowCollector spec (such as in Loki section), Flogs-Pipeline pods and Console plugin pods were not restarted, hence they were unaware of the configuration change.
      With this patch, the pods are restarted so they get the configuration change.

    Description

      If .spec.loki.caCert.name is changed, FLP and console plugin pods doesn't restart to recognize new caCert.name , even pod restarts doesn't help. Only workaround is to delete and re-create flowcollector.
