Operator: generate ConfigMap for CNO

      As described in https://github.com/openshift/enhancements/blob/master/enhancements/network/ovs-flow-export-configuration.md and related to NETOBSERV-66, the NOO needs to generate a config map out of its custom resource, so that the CNO can read it.
