The operator needs to read cluster network config to get the different subnets CIDRs and pass them down to FLP for NETOBSERV-386

Note that `machineNetork` is not exposed via network config / CNO, however it is accessible in the initial install config, which is stored in configmap "cluster-config-v1" / namespace "kube-system".
