Console plugin is not working on OCP 4.11 & more

We need to update dynamic SDK to latest (currently 0.0.17) and check impact on previous OCP releases we want to support.

This update brings interesting items for us such as:

• YAMLEditor
• ResourceIcon
• useLastNamespace / NamespaceBar
• useModal

/!\ starting in 4.12, console will be optional. We need to check the impact in Operator side especially since ConsolePlugin CRD will not be tolerated

Also update patternfly libs:

• chart fixes
• topology zooming capabilities & node groups colors
