Display milliseconds for time fields in NetFlow table

      In the NetFlow table, it should display milliseconds for the Start Time and End Time fields.  Example:

      Tue Aug 16 2022 8:50:27.000 AM

      where "000" represents milliseconds.  This is pretty standard in network management apps that display time.

      Note: NETOBSERV-265 added millisecond accuracy in the data.
