Operator: deploy goflow2

      The operator has to deploy Goflow2 and plugins (kube-enricher and loki-exporter, or maybe as a monolith, see https://issues.redhat.com/browse/NETOBSERV-44), mapping the CR to a ConfigMap, and implementing the related reconcile loop.
