Make NetObserv operator provide an initial set of metrics, clearing up path to more metrics integration in the future.

It consists in having the operator configuring FLP to produce some metrics:

• bandwidth per network service per namespace
• bandwidth per source subnet
• number of connections per network service

As part of this task, a deployment script for Prometheus can be provided

Note: the produced metrics can be easily refined later just by configuring FLP
