To enable prometheus endpoint in FLP you need to add a prometheus stage.

There are some situations where we don't need a prometheus stage but we still need a prometheus endpoint to fetch metrics provided by other stages.

We need to add a configuration option that is outside of pipieline configuration to enable this endpoint.
