We want to set up one or more Jenkins jobs to ease Netobserv PerfScale testing and tie together the tooling developed in NETOBSERV-224. This job or set of jobs should do the following:

1. Take a Flexy ID of a deployed cluster
2. Scale Up or Down
3. Install Network Observability Operator, either from Operator Hub or from Source
4. Setup FLP service and create service-monitor
5. Configure FLP resources
6. Install Dittybopper
7. Run a workload using a Scale CI job
8. Call the NOPE tool to collect additional metrics from Prometheus and upload them to Elasticsearch
9. Display information in Jenkins log via Touchstone

We can do this in several places:

1. The existing WIP job created by rhn-support-memodi which can be found here
2. A new job under the ocp-veno folder
3. Adding additional stages and configurations to the testing jobs themselves such as kube-burner

Relevant subtasks will be added to this story.

Definition of Done: A Jenkins job or jobs exist in the OCP QE Jenkins instance that fulfill the above requirements or a rescoped version of them.
