Prometheus storage should be enabled by default

1. Deploy NetObserv operator
2. Create flowcollector with loki enable = false

Prometheus enable is not set, the console plugin is not showing in the FlowCollector status pipeline view despite it is deployed and actually able to query prometheus. Status page also does not have accurate representation of the components even though plugin pod is deployed

Prometheus should be enabled by default in the API, the flag should be true in the form (from openAPIV3Schema) and the status visible after creation
