Have a way to pause Network Observability functions

      As a kubeadmin, I want the ability to pause Network Observability, so it stops collecting and processing packets and storing flows.  This could be used as a way to ensure that these Network Observability functions are not the cause of a system issue.  Specifically, when Network Observability is enabled by default and used by a wider audience, this provides a way to disable it without completely removing the FlowCollector instance and uninstalling the Network Observability operator.

      Add a flag in the CSV (as same as downstream deployment) that allow you to force delete all the netobserv resources as if FlowCollector doesn't exists (even if it's still there)

      Put a status in FC to explain why it's skipped and how to restore collection
