Description of problem:

OTEL exporter test is failing. FLP pods are in CLBO when OTEL exporter is configured

Steps to Reproduce:

1. Deploy flowcollector with OTEL exporter configured

Actual results:

FLP pods in CLBO and no flows are exported

Expected results:

FLP pods should come up fine and flows should be exported
