Netobserv CLI background mode is not logging info

      Description of problem:

      Netobserv CLI should allow users to display collector logs while using --background option

      Steps to Reproduce:

      1. Run a background command such as oc netobserv flows --background
2. Follow the logs using oc netobserv follow

      Actual results:

      Logs are not present and the error "Can't display advanced UI" is displayed

      Expected results:

      Logs should show flows or metrics captured
