Disabled NetworkTraffic tab on Pods details when unavailable

      Previously, when Loki is disabled hence pod-level details being unavailable, the Network Observability console plugin was still being integrated in the Pod Details page of the OpenShift Console, which can cause confusion.
      With this change, the integration in the Pod Details page has been removed when Loki is disabled.

      Previously, when Loki is disabled hence pod-level details being unavailable, the Network Observability console plugin was still being integrated in the Pod Details page of the OpenShift Console, which can cause confusion. With this change, the integration in the Pod Details page has been removed when Loki is disabled.

      When Loki is disabled, the console plugin can't provide per-pod information, however the plugin still integrates with the Pods details page.

      This can be confusing for users, as they will systematically see errors when going to that page.

      We should disable the integration in that situation
