When agents are running prior to pods with sriov interfaces flows are not being collected. Agent does log net1 SRIOV interface being detected, however no flows are being collected in this scenario.

1. Have SRIOV environment prepared
2. Create flowcollector
3. Create pods with sriov interfaces

Flows are not being collected when agent pods are running prior to pods with sriov interfaces. Note that, no issues are seen when agent pods are created 

pods with sriov interfaces.

Flows should be collected regardless of the order
