Create cluster using OCP 4.19.0-rc.3. The latest Network Observability Operator provided by Red Hat is 1.7.0. The latest should be 1.8.1.

I tried specifying

startingCSV: network-observability-operator.v1.8.1

for the Subscription kind, but it still installed 1.7.0.

This is not a problem on OCP 4.18.15.
