      Description of problem:

      IPSec filters are observed on default even when the feature is not enabled in the flowcollector

      Steps to Reproduce:

      1. Deploy latest NetObserv
2. Deploy flowcollector without IPSec feature enabled

      Actual results:

      IPSec filters are observed on console

      Expected results:

      IPSec filters should be seen only when the feature is enabled
