starting from RHEL9.6 the temp hook we used for network events "rh_psample_sample_packet" no longer exists and results in verification errors with unknown function, the real hook is now avaliable in upstream and downstream and its called "psample_sample_packet"

This is a breaking changes means network events feature after this change it will only be support in OCP4.19 and higher and no longer will work with older releases
