With the upcoming version 4.19 of OpenShift and above, the Observe menu of the administrator perspective could have been duplicated.
This fix ensures the Observe menu appears only once with the future versions of OpenShift.

Console is now showing Observe menu without Prom & Monitoring flags

We should remove the Observe menu from the plugin since it was added to force the menu to appear when not available.

According to https://issues.redhat.com/browse/OCPBUGS-50693 the behavior changed and the menu now duplicates without this change:
