[CLI] --enable-all enables UDN and has issues

      Description of problem:

      Using --enable-all on the CLI pulls in some UDN functionality and has problems as reported in an internal slack thread (see link in comments)

      Steps to Reproduce:

      1.oc netobserv flows --enable_all --peer_ip=w.x.y.z --get-subnets
      2.  curl to test pod
      3.
      

      Actual results:

      No traffic reported in CLI

      Expected results:

      Traffic is reported.
      
      --enable-all is what is breaking things here.  It triggers ENABLE_UDN_MAPPING true.   Proposed solution is to remove UDN from --enable-all for 1.8 since it is an unsupported feature.
