Catalog generation "the old way" (ie non FBC) doesn't seem supported anymore. Our old make targets need an update to work as FBC.

Note that:

• operator-sdk does generate a FBC when we run it with the bundle image
• we already have make targets like "file-based-catalog-*" , used for konflux, which we can probably reuse

Documentation must be fixed if necessary, as well as the github workflows.
