      Description of problem:

      eBPF pods are stuck in CLBO

      Steps to Reproduce:

      1. Deploy NetObserv main image on OCP <=4.15
2. Deploy flowcollector with Network Events feature enabled

      Actual results:

      eBPF pods are stuck in CLBO

      Expected results:

      eBPF pods should come up fine
