Non-admin users currently need to create a specific role in order to read metrics - because the prometheus go client uses a POST endpoint to query metrics, which is currently not covered in the cluster-monitoring-view role, that extra step configuration is needed.

A ticket was opened to add that permission in cluster-monitoring-view: OCPBUGS-41158

But in the meantime we want to avoid users from doing that extra-step, so we want to create a new role with that permission, so users only need to run:

oc adm policy add-role-to-user netobserv-metrics-reader test -n my-namespace
