Get "Loki is disabled" error with default filtering and no Loki

      OpenShift version: 4.16.0

      Create FlowCollector resource with Loki disabled.  Go to Observe > Network Traffic.  The following error appears (see also attachment).

      AxiosError: Request failed with status code 400
      Loki is disabled

      If you remove a filter or change tabs and come back, everything seems to be back to normal.  However, if you refresh the page, the error comes back.

      Also in the Topology tab, it shows the Zone and Cluster scopes.  If you select those scopes, it displays an Unknown node (see attachment).
