Description of problem:
NOO goes through restarts and fails to deploy consolePlugin and Flowcollector pods when deployed on 4.17
Steps to Reproduce:
1. Deploy NOO 1.6 or main on cluster with OCP 4.17.0-0.nightly-2024-06-25-162526 nightly 2. Deploy flowcollector 3. See errors in NOO pod
