Zones / Cluster scopes are visible even though not enabled

      Previously when Loki was disabled, the Topology view in the console plugin was always showing the Cluster and Zone aggregation options in the slider on the left, even when the related features were not enabled. This has been fixed, the slider now only display options according to the enabled features.

      When running netobserv with Loki disabled, and without enabling the Zones and MultiCluster features, the topology view in the console plugin shows the Cluster and Zones aggregations: it shouldn't

      This is a regression likely introduced by https://issues.redhat.com/browse/NETOBSERV-1672 during the pre-release phase.
